Junius Nottingham, Jr.
CEO & FOUNDER
Junius Nottingham Jr. is the Executive Director for the National Anti-Fraud Department for Blue Cross Blue Shield Association. He has oversight over the Federal Employee Program as well as the Commercial Program for the Association. He has oversight over all the 33 Blues Special Investigation Units as it relates to the Federal Employee Program (FEP). He is also the co-chair of the National Anti-Fraud Advisory Board. Junius has been with the Association for over 11 years.
In his position he interacts with various law enforcement agencies and organizations to include HHS/OIG, FBI, DEA, Postal OIG, and Coalition against Insurance Fraud, National Association of Drug Diversion Investigators (NADD) as well as various local and state agencies that are involved in working health care fraud. Junius is on the board for the Health Care Fraud Private Partnership.
He established J-NOTT-GTT to honor his son Jeremy and to bring attention and awareness to colon cancer and lynch syndrome. Junius is a colon cancer survivor.
Prior to working with BCBSA, Junius spent 29 years in federal law enforcement. Junius retired from federal law enforcement is 2013. During his career he has held many positions to include recruiter, cooperative education law enforcement coordinator, and critical incident responder. He also instructed other law enforcement agents in the areas of stress management, undercover, and interviewing techniques.
He held various assignments to include Assistant Special Agent in Charge for the Department of Health and Human Services (HHS) Office of Inspector General. He was responsible for supervising agents and investigations in the District of Columbia and the entire state of Virginia to include Richmond, Norfolk, and Roanoke.
Junius spent 10 years as special agent for the Drug Enforcement Administration. He held assignments in Philadelphia, New York, Nassau Bahamas, and the FBI Academy located in Quantico, Virginia.
Junius also worked as a Supervisory special agent with the U.S. Food and Drug Administration Office of Criminal Investigations. He worked and supervised several complex health care, grant fraud, and drug diversion cases.
Junius holds a Bachelor of Science in Education and Psychology from Temple University. Additionally, he has attended and completed the leadership program held at the Federal Executive Institute located at the University of Virginia. Junius also holds a certificate in Bible Studies from Princeton University.
Junius is actively involved in the community. He has coached both girls’ and boys’ basketball teams for over 25 years. He has mentored countless young people and parents on how to survive and thrive during challenging times. He has a passion to help others who can never pay him back.
Junius is an outstanding speaker. He is often called upon to speak to various groups on assorted topics ranging from communication skills, time management, resiliency etc. He has also been interviewed by various reporters on the topic of health care fraud.

Brad Beauregard
EXECUTIVE DIRECTOR
Brad Beauregard is currently the Development Director for NC Child, a child advocacy organization based in North Carolina that works to advance public policies that help children and families. He oversees all aspects of their fundraising efforts including campaign planning, donor relations, and corporate partnerships.
Prior to this, Brad spent spent nearly a decade within athletic equipment at the collegiate level, serving as Director of Athletic Equipment at NC State University for Track & Field/Cross Country, Wrestling, and Cheerleading; Assistant Equipment Manager at Wake Forest University for Football and Track & Field/Cross Country; and Assistant Equipment Manager at Army West Point for Football, Men’s and Women’s Basketball, and Men’s and Women’s Rugby.
He graduated with a Bachelor of Arts in Religion from Wake Forest University in 2013, where he also met his wife, Abbe. They currently reside in Wake Forest, NC with their daughter Eleanor (2).

Frank Robinson, Jr.
DIRECTOR OF FAITH-BASED INITIATIVES
Born and raised in Philadelphia, a proud U.S. Veteran - this anointed Preacher, Teacher and Author has served in the Kingdom of God for over twenty years. He has over 28 years of Healthcare Management experience working with Fortune 500 companies – SIEMENS Medical and Universal Health Services.
Currently, he is an Adjunct Professor at Wake Forest University in the Communications Department; the CEO of P2H, LLC (Videography Services and Social Media Management); Co-owner of Chilly Philly (Philadelphia Water Ice); and CEO of Empowered2Empower, LLC (a veteran resource company). Frank also provides voiceover services for WSNC 90.5 FM – Jazz. He also serves as the Senior Pastor for a local Winston-Salem Church.
Frank has held local and national positions with well-known organizations. He attended LaSalle University; Full Gospel Baptist Church Fellowship College; Salem Bible College; Vintage Bible College and Seminary. His most recent milestones include obtaining his undergraduate from Winston Salem State University and master's degree from Wake Forest University.

Dr. Neil Perlman, MD
MEDICAL DIRECTOR
Neil B. Perlman, MD, is a practicing physician who is board certified in internal medicine. Dr. Perlman has been a primary investigator in numerous industry and government-sponsored pharmaceutical research studies.
He received his medical degree from the University of Illinois and completed an internship and residency in Internal Medicine at Northwestern University. He received his undergraduate degree in bioengineering from the University of Illinois.
He holds 2 patents for a “Habit Cessation Aide” to assist people in quitting smoking. Earlier, Dr. Perlman was active in health promotion when he joined the University of North Carolina Chapel Hill as Assistant Professor of Medicine and was appointed Medical Director of the North Carolina State Highway Patrol.
He is currently the Medical Director & Co-Founder of CCARE Lynch Syndrome, a non-profit organization focused on educating individuals and healthcare providers about Lynch Syndrome.

Dr. Clier Crystal Sherman
DIRECTOR OF EDUCATION & PATIENT ADVOCACY
Clier has over 20 years of Pharmaceutical, Biotech & Healthcare professional experience working successfully in all facets of these industries, including Research & Development, Quality & Compliance, Chemistry Manufacturing & Controls, Regulatory Affairs, Safety, and Sales & Marketing at Kite Pharma/Gilead Sciences, Amgen, Merck & Company, Johnson & Johnson, and Baxter Healthcare Corporation. Her contributions include roles working as Sr. Program/Project Management Lead, Pharmacovigilance Quality & Compliance Management Lead, Senior Analytical Chemist & Research Scientist, Vaccine Specialist, Strategic & Organizational Consultant, Change Management and Communication Lead. She brings over ten years of experience in research of human behavior & group dynamics, diagnostic assessments & evaluations and building successful teams.
In addition to her work experience in the pharmaceutical/biotech and healthcare, she has served as an Adjunct Graduate Psychology Professor and Lecturer at California Lutheran University in Cultural Diversity, Research Synthesis, Domestic Violence, and Substance Abuse & Dependency. In 2024, she will be instructing Psychology courses at Johnson C Smith University (JCSU), her HBCU alma mater, as an Adjunct Professor.
She has dedicated her lifetime passion for service and commitment to helping others in need by working as a counselor and marriage family therapist intern, with more than three thousand hours of group and individual Clinical & Counseling Psychology. She has been a key team member, mentor, coach and volunteer, serving and assisting at Non-profit Organizations, Community Hospitals, Public Service and Behavioral Health Organizations, including American Corporate Partners Veterans Mentor program, Aurora Vista Del Mar Hospital, Aspiranet (Foster care and Adoption agency), Van Nuys Community Hospital, Minority AIDS Project of Los Angeles, Delta Sigma Theta Sorority (Gamma Lambda Chapter JSCU – Former President), and Conejo Valley Youth Association.
Clier is an eternal optimist, thrives on challenges, and is a tremendous motivator. Her education includes a BS in Honors Chemistry from JCSU, M.S. in Counseling Psychology from California Lutheran University, M.A. in Clinical Psychology from Phillips Graduate University, Post-MBA in International Business from California Lutheran University, and a Doctorate in Organizational Consulting Psychology (PsyD) from Phillips Graduate University.

Ronald Blumenberg II
DIRECTOR OF LAW ENFORCEMENT ENGAGEMENT
Ronald Blumenberg II was born in Chicago and raised in the south suburb of Glenwood, Illinois.
He graduated from Marian Catholic High School in 1999 and attended Illinois State University, graduating in 2003 with a Bachelor's Degree in Criminal Justice Sciences.
Following his college graduation Ron worked as a manager at his father's private security company for two years before joining the Evanston Police Department in 2005.
While working with Evanston Police, he was assigned to Patrol, Community Policing, and the Detective Bureau.
In 2015, Ron joined the United States Secret Service as a Special Agent in the Los Angeles, California Field Office.
While in Los Angeles, Ron worked on Protective Details, in the Financial Crimes Division, the Protective Intelligence Division, and was a full-time member of the FBI's Joint Terrorism Task Force (JTTF).
In 2018, Ron was transferred to Washington, DC to work at Secret Service Headquarters. He is currently assigned to the Intelligence Division as a Liasion to other Federal Law Enforcement Agencies.
Ron is active with the Illinois State University Alumni Association and is a mentor to ISU's Criminal Justice Students.
His most important accomplishment is being a father and a husband.
He has been married to Anisha Blumenberg since 2010 and their son, Ronald Blumenberg III is 11 years old.
